The Waxman‐Markey American Clean Energy and Security Act of 2009 (H.R. 2454) would introduce a “cap and trade” system governing US emissions of carbon dioxide (CO2) and other greenhouse gases.
The bill would apply from 2012 and impose progressively tightening restrictions on these emissions.
