Lem Smith serves as Vice-President Federal Relations, where he leads the team to position and advocate for API Member priorities in the Congress and before the Administration.

He joined API in February of 2020 as Vice-President of Upstream Policy. Prior to that, he was with Squire Patton Boggs, a global public policy and law firm where he was a Principal and Partner. Previously, Lem served as Director, U.S. Government & Regulatory Affairs at Encana Oil & Gas (USA) Inc., the largest subsidiary of Calgary-based Encana Corporation from 2007 – 2016, where he led the U.S. Federal and State GR teams for the $70B company. Prior to Encana, Lem was Government Relations Manager at Anadarko Petroleum Corporation and Director of Federal and State Government Relations for Kerr-McGee Corporation in Washington, DC. Lem began his career on Capitol Hill with U.S. Senate Majority Leader Trent Lott before moving to the House and working for U.S. Representatives Roger Wicker and later Charlie Norwood, where he managed the House Energy & Commerce Committee portfolio as Legislative Director.

Lem and his wife reside in Chevy Chase, Maryland, with their three children.
