October marks a birthday for our friends at the U.S. Energy Information Administration (EIA). Forty years ago, October 1974, EIA issued its first Monthly Energy Review (MER) – a report loaded with energy-related data and charts that’s a must-read for folks who follow energy issues. EIA Chief Adam Sieminski:
That first MER was under 50 pages and featured 3 years of data focused on fossil fuels. Today, the MER is four times as large, features data extending back 65 years, and contains information on renewable energy, emissions, energy consumption by sector, and a host of other critical subjects. In a vastly more complex energy environment, the MER continues to integrate many kinds of energy data from a wide variety of sources into one product that provides policymakers, journalists, analysts, and other concerned citizens with a comprehensive look at integrated energy data in the United States.
Certainly, much has changed over four decades. America’s energy outlook has pivoted almost 180 degrees. Check out this snippet from that October 1974 inaugural issue of MER:

When EPA proposed tightening the national ozone standards a few years ago, President Obama told the agency to stand down. The existing standard of 75 parts per billion (ppb) wasn’t due for review, and there was concern stricter standards might harm the economy.
It’s a concern that hasn’t diminished as the agency starts regular review of ozone National Ambient Air Quality Standards. Howard Feldman, API’s director of regulatory and scientific affairs, discussed the review during a conference call with reporters:
“We recognize that EPA has a statutory duty to periodically review the standards. However, the current review of health studies has not identified compelling evidence for more stringent standards. Tightened standards could impose unachievable emission reduction requirements on virtually every part of the nation, including rural and undeveloped areas. These could be the costliest EPA regulations ever.”

Over two days this week the Energy and Power Subcommittee of the House Energy and Commerce Committee heard concerns from scientists, poultry producers, automakers, drivers, restaurant owners, tool makers, store owners, environmentalists and the oil and natural gas industry about problems with E15 and/or the current Renewable Fuel Standard. Leading the charge the other way was the Renewable Fuels Association (RFA) with a simple message: our product is so great; the government should continue to force people to buy it.

The newspaper reports land on the air force base located on the central California coast could be leased for offshore “slant drilling.” An Air Force spokesman tells the Times: “Initial information obtained by the Air Force indicates there may be potential for new technology slant drilling capable of targeting oil deposits off Vandenberg Air Force Base’s coastline from locations with minimal or mitigable mission/environmental impacts.”

Carpe Diem – North Dakota Sets Another Oil Production Record
Blogger Mark Perry comments on the latest oil production figures from North Dakota: 810,314 barrels per day in May – the 10th month in a row the state as pumped more than 700,000 bpd. Production increased almost 26 percent over May 2012, thanks to booming production from the Bakken shale.

The chairman of the Senate’s Energy and Natural Resources Committee says panel lawmakers will vote on proposals he says will be bipartisan. A spokesman for Sen. Lisa Murkowski, the committee’s top Republican, said she is focused on finding ways to improve permitting so that needed pipeline can be built.
