A national policy that puts U.S. energy off-limits to development would have serious negative impacts for our nation’s security, jobs, the economy and household budgets. As argued in this post, proponents of policies that ban new natural gas and oil development on federal lands and waters have a lot of explaining to do.
Unfortunately, it also includes the White House, which announced this week that there will be no offshore oil and natural gas development in the Eastern Gulf of Mexico and South Atlantic going forward, into the year 2032.
This is wrong for U.S. energy, wrong for American security, wrong for jobs and wrong for economic growth.

Legislation in Congress that could cripple future U.S. offshore energy development needs to be seen for the longer-term damage it could do to America’s strategic energy and national security.
One House bill would permanently extend a moratorium on development in the Eastern Gulf of Mexico; another would permanently bar leasing in the Atlantic and Pacific oceans.
Given projected growth in America’s energy needs, such shortsighted legislation fails the test of leadership in setting energy policy that will enhance and protect our nation’s strategic interests.

For some time we’ve stressed that offshore oil and natural gas production is compatible with a variety of other ocean uses such as fishing and tourism – and most significantly, with the U.S. military’s need for open-water areas to conduct training exercises, advanced weapons testing and the like. Industry has a long track record of developing offshore energy in a manner that successfully coexists with the military’s needs in the Gulf of Mexico and other areas.
The same would be true in the Eastern Gulf of Mexico if a moratorium on offshore development there, in place since 2006, is allowed to expire in 2022 – creating access to key new areas for safe exploration and development of strategically important oil and natural gas. A new analysis by the Defense Department agrees.

Here’s the case for expanded opportunity within a new offshore oil and natural gas leasing program that federal officials are assembling: Safely developing American oil and natural gas on the outer continental shelf (OCS) is vital to the United States’ long-term energy and national security; we need new access to offshore areas, such as the Eastern Gulf of Mexico. Including them in the federal five-year plan will allow surveying to determine the location and size of oil and gas reserves; safe oil and natural gas production on the OCS could significantly boost local, regional and state economies; and advanced technologies, strong industry standards and a robust regulatory system work effectively together to protect workers, communities and the environment.

Last week’s presidential executive order embracing increased access to America’s offshore natural gas and oil reserves jumpstarts an important conversation about the needed, positive steps to make the United States’ energy future more secure. With 94 percent of federal offshore acreage currently off limits to development, there are more questions about that future than if safe offshore access was the rule instead of the exception to the rule. The president’s order begins the process of changing the offshore equation. API Upstream Group Director Erik Milito talked about the offshore executive order and the need to build on it during a conference call with reporters.

There are a number of main points in official comments submitted by API and seven other energy industry groups to the federal Bureau of Ocean Energy Management (BOEM) on its draft offshore oil and natural gas leasing program for the 2017-2022 time period.
Given how much offshore acreage was excluded from the proposed draft, BOEM should not remove any areas proposed in the draft from the final lease plan, the associations write. The government is missing key opportunities to harness U.S. offshore energy in the Atlantic, eastern Gulf of Mexico and off Alaska, as other countries are implementing robust offshore development programs. Energy development on the outer continental shelf (OCS) would generate significant job and economic benefits to the U.S., and industry continues to press ahead with technological, safety and environmental protection improvements – all designed to foster increased safety in offshore operations.
The comments are among those being collected by BOEM before it finalizes the five-year leasing program later this year. The leasing plan is a blueprint for offshore development; areas not listed in it won’t be offered for lease 2017 to 2022. Given the 10 to 15 years needed to develop offshore oil and natural gas – from the time the lease is sold to production – the federal plan is critically important.

This week’s central Gulf of Mexico lease auction, which saw oil and natural gas companies pledge more than $850 million in winning amounts, certainly helps support the United States’ status as an energy superpower. Developing more of our own oil and natural gas – and this week’s auction is a big step toward production – makes our country more energy secure, creates jobs and boosts the U.S. in global energy marketplace.
The potential benefits from future energy production from this week’s auctioned leases – jobs, economic growth and revenue for government – also suggest a couple of “what ifs”: What if the federal government included the Atlantic Outer Continental Shelf (OCS) in its next five-year leasing plan, the first step toward development in those areas? What if the U.S. opened more of the eastern Gulf to exploration and development?
