BP CEO Tony Hayward submitted testimony to a House panel today, saying that he is "deeply sorry" for the tragic Deepwater Horizon incident, adding that it was "complex accident, caused by an unprecedented combination of failures."

Five top-ranking oil company officers are testifying on Capitol Hill at this hour before the House Subcommittee on Energy and Environment. Early in the hearing, they expressed their heartfelt concern for the 11 men who lost their lives in the Deepwater Horizon tragedy and some briefly described their companies' safety procedures.

At last report, there were hundreds of vessels and more than 25,000 people--scientists, engineers, wildlife experts, shrimpers and others--working together to battle the spill and plug the well.

API President and CEO Jack Gerard told Congress today that raising the Oil Spill Liability Trust Fund cap from $75 million to $10 billion "would place about 145,000 jobs at risk."

The offshore oil and natural gas industry is in a holding pattern of sorts today, waiting for the Minerals Management Service (MMS) to issue Notices to Lessees (NTL) that will provide information about offshore energy development. Announcements from MMS offices last week caused concern when at least two drilling permits were rescinded in shallow water after the president announced a six-month moratorium on deepwater drilling.
