There’s an important, fact-based conversation the country should be having right now about safely harnessing its offshore energy – strategically valuable reserves of natural gas and oil that are critical to America’s long-term energy, economic and national security.

Opening new access to federal natural gas and oil reserves – offshore and onshore – is vital to growing America’s energy renaissance. Yet, every now and then some suggest our industry isn’t interested in exploring and developing new areas, particularly offshore. They just haven’t been listening. The fact is natural gas and oil companies strongly support increased access to offshore reserves and are saying so publicly – offering a number of strong reasons the federal government should create a robust offshore leasing program for the 2019-2024 timeframe.

Let’s push back a bit on an emerging narrative that suggests the Trump administration’s recent actions to revoke or revise federal rules on natural gas and oil development are part of an anti-regulation movement prompted by our industry that weakens safety and environmental protections.

It’s a false narrative. Industry supports effective regulation that fosters safety and protects the air, land and water – rules that are clear, with tangible benefits that warrant costs and that work in concert with safe and responsible energy development. This goal of effective regulation is advanced by eliminating duplicative and potentially counterproductive rules.

A sensible, safe and forward-looking offshore energy strategy – one that acknowledges that keeping 94 percent of federal offshore acreage off limits to responsible development risks U.S. energy security – underscores the need for reliable scientific data to establish the size and location of offshore oil and natural gas reserves, through safe seismic testing. Every other discussion about where offshore development may occur in the years ahead is premature until the resource base is known. In this context, a recent claim that U.S. military priorities and offshore energy development in the Atlantic Ocean are mostly incompatible is just plain silly.

What we see here are the outlines of a serious disconnect between current U.S. offshore policy and reality – that with the U.S. and the world projected to see significant growth in energy demand, the United States has more than 90 percent of its offshore reserves locked away, unavailable even for the studies and tests needed to determine the potential size and location of those reserves.

Given the long lead times needed to develop the offshore, the United States’ current policy posture needs a course correction.
