Louis Finkel joined API in May of 2014 as the executive vice president for Government Affairs. In this capacity he has responsibility for integrating API’s advocacy resources—federal affairs, state affairs, mobilization, and communications—in support of the organization’s priority public policy objectives and will direct a grassroots operation of more than 24 million American voters from every state and congressional district.
Prior to joining API, Mr. Finkel served as the executive vice president of Government Affairs for the Grocery Manufacturers Association (GMA), where he directed the association’s federal, state, and local government relations activity. He has 22 years of experience, working inside and outside of government, and specializes in energy, technology, environmental, trade, tax, and agriculture policy matters.
On Capitol Hill, he was a lead negotiator on the 2007 Energy Independence and Security Act and served as chief of staff for the Science and Technology Committee under former Chairman Bart Gordon (D-Tenn.). He has advised oil and natural gas pipeline companies and other industry operators for two D.C. consulting firms. This followed his service as legislative director for Rep. Bart Gordon (D-Tenn.) and as legislative assistant and staff assistant in the office of Rep. Peter Deutsch (D-Fla.).
