Reflecting ChevronTexaco’s commitment to sustainable development, PT Caltex Pacific Indonesia (CPI) in 2003 completed a 20-year blueprint for the future growth of Riau Province.
“The Riau 2020 Master Plan Study” aims at maximizing the benefits from an unprecedented inflow of government and private resources. The study’s primary focus is assisting the province in planning for major development needs.
With CPI contributing some $1 million to the effort, the project is seen as a critical step in constructing more water treatment plants, roads, schools, hospitals, power stations, and other major facilities.
Recent changes in a national law designed to foster greater regional economic and political autonomy mean substantial new Government of Indonesia revenues for mineral-rich Riau. The province – heart of CPI’s Central Sumatran oil production operations – received approximately $500 million in 2002.
In May 1999, Indonesia issued Law 25/99, specifying an 85-15 percent apportionment between central and local governing bodies of the government’s share of revenues from oil operations, after tax. These revenues are largely generated by CPI and other natural resource enterprises operating in Riau.
Working closely with the Riau Provincial Planning Board (Bappeda) and others, CPI assisted local leaders in identifying credible consultants, ultimately resulting in the selection of Hong Kong-based Townland International as lead consultants for the project.
Riau Governor Saleh Djasit thanked CPI for being “willing to deliver this gift to the Riau people. It will serve as a critical blueprint for citizens in guiding Riau’s future growth.”
Chris Prattini, managing director of ChevronTexaco’s Indonesia Business Unit, cited the project as “proof of CPI’s commitment to community development” and pledged the company’s continued support of programs that help the people of Riau achieve their full potential.
