Leak Detection - 101 – Convention Center Salon AB
In this session, attendees will first be introduced to API/AOPL Leak Detection challenges for 2012 and beyond, focused on the improved recognition, response, and reporting of both small and large leaks. The second half of this session will provide a brief glimpse into some of the technical solutions that can help our industry improve in these areas. This session is also intended to foster critical thinking among the SCADA community on practical solutions, so a short Q&A session will be included.

Simulator Training for Control Room Management – Convention Center Salon I
Pipeline simulators are being increasingly used for Pipeline controller training and can be an effective component in a training program as required by the CRM rules. In this session, two operators discuss their experiences using hydraulic simulators in pipeline controller training. The first presentation discusses differences between training simulators for existing pipelines (with existing SCADA interfaces) versus building a training system for planned pipelines where the future SCADA functionality is also simulated. The second presentation will discuss operational experience using a simulator to train on probable major release indications and abnormal operating conditions.

Reliability of CPM-Based Leak Detection Systems – Highland Center 2
Sensitivity, Accuracy, Reliability and Robustness are key elements used to measure the performance of a CPM system on a liquids transmission pipeline. This session will present several pipeline operator viewpoints, covering CPM performance during test and actual leak conditions for different products and pipelines. API 1149, 1130 and simulated leak testing strategies will be covered to explain how they were used to benchmark CPM performance and compare the performance of several CPM technologies. In addition, a regulatory perspective on Leak Detection in the pipeline industry will be provided by PHMSA.

PHMSA Inspection Experiences – Highland Center 1
PHMSA published the Control Room Management/Human Factors final rule in the Federal Register (74 FR 63310) on December 3, 2009, which became effective on February 1, 2010. Pursuant to the program implementation deadline of August 1, 2011, PHMSA has been conducting audits of pipeline operators. Today’s speakers will relate their specific experiences in those audits with an emphasis on SCADA. A summary of the Control Room inspection program through the first quarter 2012 will also be given by PHMSA.

Network infrastructure design and technology advances have enabled SCADA and/or other types of control systems to be monitored and manipulated remotely. The sharing of information ranges from simple networks to Internet access. Due to reliance on these systems and the Internet, careful consideration must be given to information protection and the ability to prevent cyber-attacks. If not able to prevent, then at the very least provide early detection and quick response. This session will explore what industry ideas and methodologies are currently in use.
