The Waxman‐Markey American Clean Energy and Security Act of 2009 (H.R. 2454) would introduce a “cap and trade” system governing US emissions of carbon dioxide (CO2) and other greenhouse gases. The bill would apply from 2012 and impose progressively tightening restrictions on these emissions. The Energy Information Administration – and others – have made assessments of the bill’s potential impacts on the US economy.
