API Publishes Community and Stakeholder Engagement Standard for Upstream Operations

WASHINGTON, April 4, 2024 — The American Petroleum Institute (API) today announced the publication of a community engagement standard for U.S. based upstream onshore operations. Recommended Practice (RP) 100-3, Community Engagement, 2nd edition provides a framework to assess, plan and implement effective and meaningful stakeholder engagement strategies that are aligned with community values and priorities throughout every phase of onshore development. The document establishes strategies to encourage constructive dialogue between operators and stakeholders to build relationships and develop mutually beneficial solutions.

“Our industry is committed to working with community leaders and regulators to strengthen mutual trust through meaningful and proactive engagement between energy producers and the communities in which they operate,” API Senior Vice President of Global Industry Services Anchal Liddar said. “The best practices and guidelines defined in RP 100-3 reflect our ongoing work to elevate community engagement into API’s world-class standards for safe and responsible operations.”

The purpose of RP 100-3 is to help ensure that safe and responsible development of natural gas and oil resources is achieved with community and stakeholder input. The recommended practice follows five guiding principles: respect, integrity, safety, environmental responsibility, and transparent and responsive communication. API has updated the previous version of the document to include common communications practices, approaches for virtual engagement with stakeholders, incorporation of environmental justice implementation, and successful community engagement strategies and techniques.

In addition to RP 100-3, API recently released the first edition of RP 1185, Pipeline Public Engagement, which builds on industry’s progress and commitment to proactive, inclusive and collaborative engagement throughout the construction and operation of our nation’s pipelines.
