Modernize federal and state permitting processes to prevent state overreach, set deadlines, stop endless litigation, and keep agency reviews targeted with respect to core laws, including the National Environmental Protection Act (NEPA) and the Clean Water Act.

Drive agency implementation of permitting regulations
Ensure proposed NEPA reforms are fully implemented across agencies, with CEQ providing clear guidance and coordination.

Modernize pipeline safety
Update PHMSA’s pipeline safety regulations and requirements, including those for LNG facilities, to reflect a risk-based approach, modern technology and latest industry practices and standards.

Power the grid reliably
Advance the role of natural gas in meeting growing electricity demand and maintaining an affordable power supply.

Secure and Expand Access to America’s Energy

Finalize generational opportunity for energy development on federal lands and waters
Hold required onshore and offshore lease sales under OBBB, finalize a strong BOEM five-year offshore program with expanded access in the Gulf of America’s South-Central planning area and establish a durable, long-term leasing framework for federal lands and waters and in Alaska.

Protect affordable fuels and consumer choice
Preserve fuel compatibility and ensure continued availability of E10 and E15 along with right-sizing small refinery exemptions, while finalizing NHTSA CAFE and EPA tailpipe rules that maintain a range of vehicles and fuels so families and businesses can choose options that fit their needs and budgets.

Accelerate innovation through smart incentives and workable emission rules
Finalize common-sense EPA methane regulations and implement Treasury’s tax credits for 45V, 45Q, and 45Z—allowing innovators and investors to deploy emissions-reducing and low-carbon fuel technologies at scale.

Protect America’s Energy Advantage At Home and Abroad

Push back on foreign regulatory overreach
Ensure extraterritorial rules—such as the EU Corporate Sustainability Due Diligence Directive and EU Methane Regulation—do not disadvantage U.S. producers or raise costs for American consumers.

Stop Extreme Climate Liability Policy
Protect U.S. energy producers and consumers from abusive state climate lawsuits and the expansion of climate “superfund” policies that bypass Congress and threaten affordability.

Solidify U.S. LNG leadership
Promote U.S. LNG through coordinated action by the Department of Energy and State Department, using proactive energy diplomacy to support allies, strengthen global energy security, and reinforce U.S. economic leadership.

Defend U.S. industrial competitiveness
Ensure that U.S. trade actions don’t negatively impact products and shipping vessels critical to American energy, while strengthening investment protections, enforcement mechanisms, and tariff-free trade under USMCA.
