API Calls for Swift Congressional Action on Year-Round E15 and Refinery Certainty

WASHINGTON, January 22, 2026 — The American Petroleum Institute today released the following statement from Vice President of Downstream Policy Will Hupman urging Congress to move quickly to enact legislation providing year-round access to E15 and balanced reforms to the small refinery exemption program, following House action that failed to include an agreed-upon solution.

“API has worked closely with lawmakers and a broad coalition of biofuel producers, farmers, large and small refiners, and fuel retailers to advance a durable path forward on year-round E15 and balanced reforms to the small refinery exemption program. While we will continue to engage constructively, prolonging this uncertainty risks harming consumers and fuel markets, and we urge Congress to pass this legislation addressing these issues without delay.”
