API Ohio Applauds Bipartisan Ohio Senate Vote Advancing Carbon Capture, Utilization, and Storage Legislation

COLUMBUS, OH - May 21, 2026 — The American Petroleum Institute (API) Ohio is applauding the bipartisan Senate vote on House Bill 170 to establish state-specific regulations for carbon capture and storage (CCUS) technology in Ohio.

“Substitute House Bill 170 protects Ohio landowners, establishes clear long-term liability and monitoring standards, and creates a predictable regulatory framework that can attract investment and jobs to our state," said Christina Polesovsky, associate director of API Ohio. “We applaud the bipartisan effort to advance this key legislation that supports job creation across Ohio and helps keep Ohio competitive with our neighboring states."

A diverse coalition of Ohio’s leading industry sectors—including energy, manufacturing, research, and agriculture—actively supported H.B. 170. Industry groups representing oil and gas production, power generation, biofuels, hydrogen development, carbon management, and industrial manufacturing advocated for state-specific regulations, calling for clear rules on landowner rights and long-term monitoring, closing regulatory gaps and promoting investment in new technologies. Supporters emphasized that CCUS is essential for advancing energy innovation, reducing emissions, and strengthening Ohio’s competitiveness in emerging markets. The legislation is also seen as a catalyst for job creation and economic growth, benefiting communities across the state and ensuring Ohio remains at the forefront of energy and environmental progress.

The Ohio House is expected to consider the amended bill in June.
