API Ohio Applauds Ohio House for Advancing Bill to Update Oil and Gas Law, Protect Fund for Well Plugging in Ohio
COLUMBUS, OHIO – June 3, 2026 – The American Petroleum Institute (API) Ohio is applauding the Ohio House Natural Resources Committee and members of the Ohio House of Representatives for advancing Substitute Senate Bill 219 to revise the law governing oil and gas wells and protect the dedicated fund for plugging abandoned or orphan wells in Ohio.
“This legislation modernizes and strengthens Ohio’s oil and gas law by considering industry innovation in technology and safety, bringing greater clarity for both industry and regulators,” said API Ohio Executive Director Chris Zeigler. “We applaud the Ohio House for advancing this important legislation and bolstering Ohio-made energy.”
API Ohio also supports the provision in the bill to protect revenue intended for well plugging and regulatory oversight from future budget raids.
“Given both the magnitude and the uncertainty surrounding the true number of orphaned wells in Ohio, it is essential to keep the Oil and Gas Well Fund whole and solely dedicated to its intended purpose,” said API Ohio Associate Director Claire Linkhart in
testimony before the Ohio House Natural Resources Committee earlier this year."
Under the current law, the Ohio Oil and Gas Well Fund – funded wholly through industry severance tax revenue – includes two line items: one to fund the Ohio Division of Oil and Gas’s core regulatory and oversight functions, and the other to plug idle, orphaned and abandoned wells.
Pending a concurrence vote in the Senate, Sub. S.B. 219 will then move to the Governor’s desk for signature.
