API PA Hires State Mobilization Program Manager

HARRISBURG, November 15, 2021 – American Petroleum Institute Pennsylvania (API PA) hired Tom Carlucci as the state mobilization program manager to lead the development and coordination of API PA’s network of energy advocates, who support the significant contributions the industry makes to our daily lives. Additionally, he will assist with the conceptualization and implementation of state-specific campaigns that will expand the organization’s advocate base.

“Tom joins our team with extensive experience in grassroots advocacy, issue management and mobilization and deep-rooted relationships with leaders across the state,” said Stephanie Catarino Wissman, executive director of API PA. “He will be a tremendous asset as we support our members and promote American energy and innovation.”

Carlucci, of Moosic, Pennsylvania, is the founder and former CEO of the nonprofit organization Education Enlightenment in Lackawanna County, which provides schools with model policy formulation and drives advocacy efforts. Over the past ten years, he developed and executed grassroots mobilization efforts for education campaigns in Pennsylvania and New York. Carlucci is a graduate of Penn State University, with a bachelor’s degree in Education and Public Policy and a minor in Sociology. He is currently enrolled in the Harvard Extension School and pursuing a Nonprofit Management Graduate Certificate.

“I’m very excited to lead Pennsylvania’s efforts in state mobilization,” said Carlucci. “With years of experience in educating and training advocates, I’m eager to deliver results for such an important industry.”

Carlucci is a member of the Italian American Service Organization (UNICO), Rotary Club, Lions Club, Fight for Vets and the Scranton Shakespeare Festival Board of Directors and co-founded Students Together in Education Policy.

He joins API’s external mobilization team, which is led by Steve Sisneros, API Vice President of External Mobilization.
