Expanding the use of carbon capture, utilization and storage technology (CCUS) to commercial scale, by our industry and others, is integral to a lower-carbon future (see API’s Climate Action Framework). Elements of the latest edition of API’s most widely used pipeline standard provide important support for CCUS expansion.
API Standard 1104 (22nd edition, “Welding Pipelines and Related Facilities”) includes new technology and safety provisions for pipeline transportation of not only oil but also carbon dioxide collected by CCUS technology for storage or use in a variety of technologies and essential products – including construction materials, a range of cleaner-burning fuels, carbon nanotubes for advanced electronics and batteries, and other critical materials.
API Standard 1104 provides requirements for the types of welding needed to construct and maintain pipelines that transport both conventional commodities and carbon dioxide. The standard’s updated requirements are designed to enhance pipeline safety, structural integrity and efficiency through application of API’s world-class standard.

Over the weekend, Colonial Pipeline Company experienced a cybersecurity attack, which has since been identified as ransomware, forcing the shutdown of one piece of U.S. critical energy infrastructure. Colonial Pipeline is issuing updates about their operations and response activities as well as precautionary and other measures they’ve taken to protect the safety and security of their energy systems. As Colonial Pipeline consults with law enforcement and other federal agencies, the broader U.S. natural gas and oil industry continues to focus on mitigating cybersecurity risks and adapting to this evolving threat landscape. In recent months, ransomware attacks have disrupted public services in major U.S. cities as well as businesses in healthcare and manufacturing, among other essential industries. We encourage government policies that allow companies to innovate and refine processes that protect against future incidents.

Setting a high bar for industry safety and operational performance isn’t new for API. For nearly a century, API has led the way in developing standards that establish how natural gas and oil and the products made from them will be safely produced and delivered to consumers – including the operations themselves, from equipment and machinery to transportation and distribution systems.
That’s the foundation for launching the new API Energy Excellence initiative – which specifies what top performance means for safety and environmental protection, as well as security and safeguarding communities. Importantly, it also sets the expectation that every API member applies the program’s 13 core elements to accelerate safety and environmental progress in the natural gas and oil industry.

The world changed on 9-11, mine and yours. ...
You’re probably like me. The vivid memories of that day make it hard to believe it happened two whole decades ago. We know now what we may have only sensed then – that 9-11 was an historic pivot point for the United States in terms of our economy, security and the way we approach life.
As president and CEO of the nation’s largest trade association representing the natural gas and oil industry, I’m reminded that 9-11 really helped galvanize our country’s focus on the security of our nation’s infrastructure to harden it against any future acts of terrorism, from our airlines to our supply chains to our energy grid. Natural gas and oil keep America running. After 9-11 we innovated and developed technologies to dramatically increase domestic production and become less dependent on foreign oil. We haven’t looked back; today, the U.S. is the world’s leading producer of the world’s more important energy sources.
9-11 is a big part of the reason that our industry’s approach to assessing risk shifted to a higher gear, to protect our facilities and networks against threats of terrorism – adding risk assessment to API’s body of work on standards that govern the way we operate.

Despite the pandemic, API has moved forward with dozens of new safety standards, covering everything from liquefied natural gas (LNG) to pipelines, to manufacturing specifications for offshore wells – ensuring that safety and scientific rigor, through API’s standards program, remain front and center.
We have used this challenging time to help ensure that the natural gas and oil industry is focused on safely and sustainably meeting both the domestic and global need for energy through API’s world-class standards program.

Good technical standards and industry practices are important to safe, sustainable energy infrastructure that is critical to unleashing the benefits of domestic energy – including clean, affordable natural gas.
Major energy players have pointed to new midstream infrastructure investments in the massive Permian region that will allow them to produce more while also improving environmental performance. In addition, this infrastructure will benefit consumers globally through the export of U.S. natural gas – produced right here at home under stringent regulations, many of which point to API’s world-class safety standards that improve environmental performance and sustainability.

The U.S. natural gas and oil industry’s commitment to safety and environmental protection standards is attracting respect and recognition worldwide, with many countries aiming to make API standards a key part of their future energy plans.
This week API, the International Association of Gas & Oil Producers (IOGP) and Mexico’s Asociación Mexicana de Empresas de Hidrocarburos (AMEXHI) signed a memorandum of understanding for enhanced coordination, joint forums on specific issues, the sharing of best practices and technical workshops.

A major part of API’s core mission is the development of industry standards that enhance safety and environmental protection at oil and natural gas facilities both in the U.S. and around the world.
API CEO Mike Sommers underscored this important point in releasing the State of American Energy 2020 report earlier this month. "Today, U.S. energy development is safer than it’s ever been, in part, thanks to API’s world-class standards," Sommers said. "From foundational offshore safety to pipeline leak detection, API standards drive safety, environmental protection, and sustainability. Not only here in the United States, but across the world.”
API has published over 700 standards and best-in-class operational practices since it was founded 100 years ago. In 2019 alone, API introduced 90 safety standards, underscoring our commitment to a safer workplace for workers and their communities, and environmental protection.

API is proud to again partner with the U.S. Occupational Safety and Health Administration (OSHA) to host the agency’s annual “Safe + Sound Week,” a nationwide event focused on raising awareness and understanding of the importance of safety and health programs in the workplace.
It’s an initiative the natural gas and oil industry fully appreciates and works continuously to advance. Safety is a core industry commitment. It’s fundamental to protecting our workers, the communities that host natural gas and oil development and the environment, each of which help sustain our permission to operate.

Updated and new API standards that address the ethanol blended into the nation’s gasoline supply – developed in partnership with the Renewable Fuels Association (RFA) – will enhance the natural gas and oil industry’s ability to safely trade and/or ship its products.
Certainly, our industry has disagreed with RFA over policies and specific provisions related to the Renewable Fuel Standard’s mandates for increasing ethanol use in the nation’s gasoline. Even so, we agree on the need for technical standards to help ensure the safe transfer of products and work together to develop them.
