The waters off states along the Mid-Atlantic coast may hold significant new reserves of oil and natural gas, which is why the federal government should allow safe seismic testing on the outer continental shelf (OCS) there. Determining the resource base would clear the way for leasing, exploration and development that would mean jobs, revenue for government and more energy for America.

One of the most important things to know about producing oil on federal lands is that it takes time. Lots of it. As this chart developed by API illustrates, it’s up to a decade from the time a lease is won at auction to the first actual production of oil. If you include pre-lease sale studies and evaluation, which have to be done before companies bid on federal leases, that’s a couple more years.

North Dakota celebrated its 60th year of oil production yesterday. On April 4, 1951, Amerada Corp. struck oil in Clarence Iverson's wheat field near Tioga, which eventually led to North Dakota becoming the 4th largest oil producing state in the country.
