Earlier this year Customs and Border Protection Agency proposed modifications and revocations to approximately 30 identified rulings under the Jones Act. An economic study by energy consulting firm Calash says these changes likely would lead to decreased offshore oil and natural gas development, resulting in a number of significant negative impacts.

Washington is having a discussion right now about reforming the tax code, no doubt reflecting the importance of taxes and the economy during the 2016 election campaign. The right approach will seek reforms that foster job creation and economic growth, and, encouragingly, that’s what the new administration has talked about in its early days. This approach should be applied to our industry as well.

With a series of public hearings on proposed federal rules for offshore seismic testing scheduled to begin this week, let’s take a look at the basics on the safe technologies and procedures used to survey for oil and natural gas reserves. These are key as the Bureau of Ocean Energy Management (BOEM) conducts hearings in New Orleans (Nov. 9), Gulfport, Miss. (Nov. 10), Fort Walton Beach, Fla. (Nov. 14), Mobile, Ala. (Nov. 15) and Houston (Nov. 17).

North Slope oil production – accounting for more than 95 percent of Alaska’s overall output – and the Trans-Alaska Pipeline that connects the oil fields with Valdez in the south were and are critically important to our country’s energy security. To ensure America’s future energy security, it’s imperative that Arctic oil and natural gas production in the Chukchi and Beaufort seas off Alaska’s northern coast be included in the United States’ strategic energy planning.

Near year’s end the federal Bureau of Ocean Energy Management (BOEM) is scheduled to release its offshore oil and natural gas leasing program for 2017-2022.

For more than a year BOEM has methodically worked to craft a program that will blueprint offshore development into the next decade and beyond, developing drafts, receiving comments from the public as well as inputs from elected officials in affected states.

With the United States emerging as the world’s leading producer of oil and natural gas, planning America’s offshore oil and gas development has never been more important. The United States must have an offshore oil and natural gas program that reflects America’s energy superpower status.
